About · Leadership

The people accountable for our work.

Each leader is named and accountable for engagements within their pillar. Decision-makers who hire us speak directly to the people responsible for delivering the work.

Chief Executive Officer

Amara Okafor

Amara has led Blue Chip through its consolidation from a single-pillar advisory firm into the four-pillar integrated operating firm it is today. Engagements she has personally structured span sovereign digital programs, regional cold-chain, and coastal redevelopment.

Her operating philosophy is the firm's: that programs at scale are partnership problems before they are technical problems, and that the firm's job is to do both, accountable.

  • MBA, INSEAD
  • Former senior advisor, multilateral infrastructure finance
  • Published on PPP governance in two regional reviews

Chief Operating Officer

Ravi Menon

Ravi runs cross-pillar program delivery. He is the firm's escalation point for engagements that draw on three or more pillars and the architect of the unified governance posture that lets the buyer manage one relationship.

Before Blue Chip he held delivery accountability on three large public-sector transformation programs.

  • MSc, Civil Engineering, Imperial College London
  • Chartered Engineer
  • PRINCE2 Practitioner; PMP

Chief Financial Officer

Isabela Nunes

Isabela holds the firm's capital posture and the financial governance under which every engagement reports. She designed the engagement-level reporting standard the firm now applies across all five engagement models.

She also chairs the firm's external audit relationship and the disclosure committee that approves every public-facing financial communication.

  • FCA (Chartered Accountant)
  • Former audit partner, regional practice
  • ISSB-aligned ESG disclosure lead

Head of Pillar I — Infrastructure & Development

Jacob Tan

Infrastructure & Development

Jacob leads real estate and construction delivery. The pillar's posture — one team, one set of reports, build accountability held by the firm — is the standard he set and enforces.

He has personally led delivery on multiple large coastal and mixed-use programs across the region.

  • MEng, Structural Engineering
  • Chartered Construction Manager
  • Member, regional PPP review body

Head of Pillar II — Technology & Strategy

Priya Iyer

Technology & Strategy

Priya leads the IT Software Applications, Management Consultancy, and BPO service lines. She holds the integration discipline that lets the three function as one — strategy that ships, software that runs, operations that report.

She came to Blue Chip from a global digital practice where she ran public-sector platform delivery in three jurisdictions.

  • MSc, Computer Science, Carnegie Mellon
  • Certified Scrum-at-Scale practitioner
  • Published on sovereign digital service architectures

Head of Pillar III — Sustainability & Resources

Diego Ramírez

Sustainability & Resources

Diego runs Agriculture & Fishery and Wholesale & Retail Trading. The cold-chain corridor program is one of his portfolio engagements and the operating-cadence approach he refined there now governs the firm's other food-security programs.

He moved into the firm from a regional development bank where he led the sustainable production lending portfolio.

  • MSc, Agricultural Economics
  • Certified ESG analyst (CFA Institute)
  • Member, multilateral food security working group

Head of Pillar IV — Mobility & Exploration

Leila Haddad

Mobility & Exploration

Leila leads Travel Agency and Land Transportation as one mobility operation. Under her, project mobilization, last-mile cargo, and corporate travel for active engagements run on the same operating spine.

She has run fleet and corporate travel programs at national scale in two markets.

  • MBA, IMD Lausanne
  • Former regional director, fleet operations
  • Member, regional logistics association governance committee

Head of PPP & Government Affairs

Samuel Kariuki

Samuel leads the firm's PPP practice and the government affairs work that surrounds it. He is the firm's named counterparty in most sovereign-program engagements at the structuring stage.

Before Blue Chip he served in two senior roles within national PPP authorities.

  • LLM, Public International Law
  • Former secretariat lead, national PPP authority
  • Author, regional PPP doctrine review

Head of SDG & Impact

Anika Sharma

Anika holds the firm's SDG 17 posture across every engagement. She is accountable for the framework that anchors our diagnostic, for the embedding of SDG outcome metrics into program governance, and for the audit-grade reporting that closes every engagement.

She is the lead author of the firm's SDG 17 Engagement Framework.

  • MSc, Sustainability and Public Policy
  • GRI-certified sustainability reporter
  • Member, ISSB-aligned reporting community of practice

Bring us your hardest program.

If a program is too complex to deliver inside one organization, that is the program we exist for. A capability briefing is a 45-minute structured conversation with the relevant pillar lead. We come prepared.
