Challenge
A private developer held a 64-hectare coastal site under a municipal cooperation agreement that required commencement of operating tenancy by an externally fixed date. The site required reclamation works, three vertical clusters, a tenant strategy that would not destabilize neighboring districts, and a smart-building infrastructure that would not be obsolete by handover.
Structure
Blue Chip was retained as integrated managed-delivery partner. Real Estate led development management and tenant strategy. Construction held build accountability across reclamation, vertical, and infrastructure. IT Software Applications delivered the smart-building, tenant, and operations platform. Land Transportation stood up shuttling and last-mile inbound logistics for retail and F&B tenants. The municipality remained counterparty under the cooperation agreement, with quarterly governance.
Execution
Pre-leasing began at the masterplan stage, with anchor tenants signed under a development-period rent abatement structure that locked them in. Smart-building selection was committed early — the platform constraint was contracted to subcontractors before vertical work began, preventing the late-stage rip-and-replace pattern this category usually suffers.
