Challenge

A national food security mandate identified post-harvest losses as the single largest leakage between subsidized production and food-insecure populations. Smallholders had no access to first-mile cold storage. Trucking was uncoordinated and the lanes were not contracted. Off-takers in metros could not commit because supply was unreliable.

Structure

Blue Chip led a PPP consortium structured around the food security mandate. Construction delivered the cold storage nodes — eleven first-mile, three regional consolidation. Land Transportation operated the corridor under a contracted SLA. Wholesale & Retail Trading executed off-take agreements with metro distributors. Agriculture & Fishery onboarded and credentialed smallholder cooperatives. Management Consultancy structured the partnership with the national authority and two multilateral co-funders.

Execution

Built and commissioned in two construction waves to match planting and harvest cycles. The trucking layer was operationalized before regional consolidation came online to validate route economics. Off-take contracts were signed at financial close, not after — so demand pull was contractually present from day one.

Lessons

The cold-chain hardware is not the program. The off-take contract is the program. Hardware without committed demand under-utilizes; the program would have failed had the off-take layer been treated as a downstream concern.
